Our Story

J & E was established in 1985 by John Emery, Sr., who, after a career in the public sector, was convinced that the health and human service needs of individuals, families, and communities could best be met by forging creative, effective public/private partnerships.

In 1999, J & E graduated from the Small Business Administration’s 8(a) program for small, minority-owned businesses. During its tenure in the 8(a) program, J & E focused on expanding both its customer base and array of health and human services. For over a decade, J & E provided key services for the Department of Defense.  Our staff provided management and direct services for quality of life programs for military families and programs aimed at reducing the incidence of domestic violence.

For more than 30 years, J & E’s commitment to the concept of public/private partnerships has resulted in contracts for which the company provides staff to operate publicly funded mental health and substance abuse treatment programs at the local level.  Today, J & E has evolved into a responsive, diverse business with the capacity to provide  strategic planning, program operation, employee training, and program evaluation. While we serve a variety of federal, state, local, and private customers, the primary consumers of our services are local: District of Columbia and Montgomery County, MD.
